Most administrative work in schools involves curriculum and evaluations related to that curriculum. Very few people could just walk in off the street and run a school effectively.
On a similar note subject matter knowledge is a very small part of what it takes to be an effective teacher. As a group the worst teachers I have known tend to be the PHDs. They have a massive amount of subject knowledge but seem to be incapable of imparting that knowledge to students.
Teaching is as much an art as a science. It is not just knowing what to teach it is how to teach it and how to read your students when they are not getting it. I do not excel at the touchy-feely aspects of the job but they are definitely a part of teaching kids.
