The states did it both individually in many cases and together by amending the constitution.
The courts played a role in ending segregation but they weren't alone. Congress passed laws in the '60s dealing with it, too.
I'll say this about the courts. They screwed up the Kansas City school district in their zeal to end segregation. They not only succeeded in making it worse they wasted taxpayers' money and their dumb-ass decision resulted in the school district losing its accreditation. An it still hasn't gotten it back.
You need to brush up on American history. You are woefully ignorant of it.
