everyone who comes across the US fed gvmt is protected by the Constitution. it is indiscriminate.

and that's just it: there is no restrictive language in the Constitution regarding this. everyone is afforded Constitutional protections when involved with the fed gvmt. the Constitution restricts the federal gvmt
