The 9th circuit has more rulings stand than any other circuit.

The reversal rate you speak of, is of decisions that are heard by the Supreme Court (which is a relatively small number each year.) Overall, the SC's average reversal rate is approx 75% for all cases heard (they pass on many cases that are slam dunks.)
