I certainly agree with the second ruling as clearly the plantiffs did not meet the requirements and other than being detained for a few unpleasant hours the EO did not really pertain to those in their status.

But I don't disagree off hand with the first one either. Even if he failed to explain his explanation
of how he ruled.
