Why differentiate between home state P5 offers

And P5 offers?

The state of Missouri also didn't produce much P5 talent. Next year will give us a better idea on how BO recruits. There probably 10 P5 quality recruits, including 5-6 that will have the elite schools chasing them.

Please explain why this message is being reported.
