What's wrong with vetting that person and having them do so via the US' immigratio policy and laws?
Nothing is preventing people from working in the US legally.
Secondly, how do you plan to demonstrate that everyone being allowed into the US through your magical open door will actually take ajob, buy their own house or rent v. working off the books (unfair to all of us paying payroll taxes and living under the law), live on the streets or worse yet, take property from others?
If you don't track and identify people, you have zero ability to manage any of those things.
The US States manage to ensure everyone who drives a car has a license - it can manage anyone working here to have a valid US work permit.
Quit being disingenuous and creating false dichotomies.
