well..for Social Security, it is a separate item, and you only get benefits if you put money in. It is currently still operating at a net positive
Medicaire also is under its own administration, but a bit more tricky. In 2015 it operated at a 3 billion dollar net loss
So neither one is really doing anything to our deficits in how they are managed.
