ummmm: Yes, I am not an anarchist. I am a localist (if anything). I want govt power (the very little that should exist) to exist locally.
So no state or federal government? Just the equivalent of a neighborhood association, or a city/town government perhaps?
It seems to me that those would be swallowed up by more aggressive governments over time.

I think that the very little govt force that should exist should exist for the sole purpose of keeping the peace. Moving a person acting inappropriately on someone else's property would be an example of keeping the peace.
Sort of like removing a bear or raccoon getting into someone's trash? How far would you them? What if they keep coming back? or causing trouble at their new location?

If he is on his own property, then no. The children should just move on. Move him where? Remove him to where? He is on his property.
I would say masturbating in front of children should be a crime and he should be moved to prison, or at least jail.

It is a deal only between those affected. From where I sit, I don't believe this is a big deal.
The same might be said of murder or robbery, no? Some gal a few streets over got raped, but what's that to me?
Frankly, I don't believe it really exists in any significant way.
We see stories of these types of things in the news with increasing frequency, and that is despite significant criminal penalties, which can also, of course, cost the perpetrators a lot of money, not even counting the high risk of losing their jobs over it & making it more difficult for them to become employed in the future. They even have to register as sex offenders. It's a no brainer that if these activities are legalized they will become more common.
And no, I don't support criminal penalties for this behavior.
Just keep the peace.
I think the cops will still be called, but more likely for someone shooting their perverted neighbors or getting into a brawl with them. I think it would be far more efficient to prevent the perverts from allowing this to escalate into a physical confrontation rather than calling them in to pick up the bodies and trying to sort things out.
