to form a basis, even though I do not know the details?

The basis of the law is fairly simple. Do research onto behaviors that could cause a certain outcome...i.e. drunk driving leads to more accidents and more personal and property damage. Do more research to understand the descriptive statistics better. Make laws that make certain behaviors/actions illegal. Follow up by improving the descriptive statistics better to update the law, or eliminate the law if there is no improvement shown.
