Yes, harming others is a crime.
Do you think it is the threat of a ticket that prevents people from " speed thru school zones" and all of the other things you mentioned?
Or, perhaps, is it that people don't want to harm kids?
If you wish to make illegal all acts that put others at some statistical risk of harm, can you tell me what the statistical boundaries are that you want to apply?
How much risk does an action have to represent for you to wish to make it illegal?
People are allowed to drive if they get a minimum score on their exam and if they have 1 point under the legal maximum of insurance points - they clearly represent a significantly higher "statistical risk" to me as a driver.
Shouldn't it be outlawed for people to drive if they represent a risk?
The very existence of alcohol as a legal drug in our society - want to go down that "statistical risk" path???
People don't shoot guns into the air because they don't want to kill other people, not because you made it illegal.
People don't slow down through school zones to avoid tickets, they do so to avoid killing kids.
Put up signs reminding folks of the danger and it would be just as effective as fines.
