He tried to ride that taxation level to maximize business and tax revenue. He has pretty much torn into any Democratic plan that vastly raises taxes, and also thinks the Republicans go too far on the other side. I think he brought the best overall balance. Bush started ok, and may have worked if he brought government spending under control, which he did not.

Obama couldn't really get his big tax hikes through, but has done a horrible job on spending and regulations.

It will be interesting to see where Trump goes. I fear he could become another Bush 2 with big tax breaks, but no decrease in spending.
