But it can, and it certainly limits growth and expansion as you see by companies deciding to grow and expand in places where the tax laws are more conducive, be they foreign or domestic locals.

There is a point to which you can raise taxes before this occurs, just as there is a point at which the stimulative impact of lower taxes is lost.
