That 9 percent you're referring to is the U-6 unemployment rate and it's actually going down by a faster rate than the unofficial unemployment rate. What you don't realize is that the U-6 rate WILL ALWAYS be higher than the official unemployment rate because it counts part-time workers and discouraged workers as being unemployed. The problem with that is YOU'RE ALWAYS going to have those types of workers.
