would still have the two extra electoral votes that went to the winner. So winning a state like California may get you 30 votes from congressional seats won and the extra two senate seats for winning the states. Every state would still have the two senatorial electoral votes that went to the overall winner. That would still be 100 votes that went to state winners. Enough to still make the smaller states important.
An actual popular vote would make most of the flyover states meaningless.
