First you started out with the handwringing over a "phony surcharge", and ask what do you do. I answered: it depends on the terms of contract. You do the same as you would for any other product or business you're dissatisfied with: you complain to the business and if the result is not to your satisfaction then you can look to courts or some other form of dispute resolution. It's not complicated, Lou.
