who maintains them. Who pays for snow and ice clearance if the owner refuses to respond to foul weather (sometimes budgets runneth over)? WHat happens of the owner outright refuses (ever been used a small town gas station restroom?)

And not Main St USA, but lightly traveled roads and highways. What happens when the owner goes broke? How quickly do you think someone will buy a losing investment and make the road navigable again? What happens when people don't pay for the road that runs in front of their house...because the owner passed a phony surcharge and doubled rates (like HOAs always do)?
