The weekend after the Final Foul, the NBA holds a tryout camp for all players that are HS seniors through college juniors (all underclassmen).
The NCAA allows the NBA to pay for all travel, etc, associated with this tryout.
The NBA teams vote, and a cumulative ranking is produced of all attendees.
The top 25 underclassmen are accepted into the NBA draft.
The rest are not, and have the choice of entering college, returning to college, or playing elsewhere.

This way, the kids who are good enough can go NBA whenever they want. Those who aren't stay in college. Those who really don't want to be in college can leave the country to play.
