The divisions of the 4 conferences would have to go back to the older regional setup, like one side of the Midwest Conference could be two divisions that make up the old Big 8, more or less. Same for the old SEC, SWC, etc.

The most important thing would be to have NFL-like salary caps to spread the talent around evenly. That would help make sure the conferences are pretty equal over time.
