Go to 4 conferences of 16 teams each. For teams not in those super conferences, too bad so so sad do your own thing and have your own championship.

Keep the conference championship games. Maybe add a divisional round for the division champs to play into the conference champ game. 4 divisions of 4 teams each.

Have the conference champions play a 4 team playoff. Easy and not convoluted, and no humans have a thing to say about it.

Now you have 60 teams not playing in the playoff. Each conference gets to pick 8 of their remaining teams (32 teams total) to play in 16 exhibition/bowl games over the holidays and leave the rest of the bowls for the lower teams. Players would get paid extra for playing in these games to prevent sitting out.
