when it comes to votes like this they have the ability to get everyone on board to move their agenda forward.
Many of the reluctant GOPers in both the House and Senate vote no because the bill did not go far enough. That is the problem with these big do it all bills. There are too many single issue voters in DC who vote no when they don't get everything they want.
