It is a separation of pwers issue if the executive branch arrests judges, at any level, simply becauset hey issue rulings the executive branch disagrees with. I'm not saying thats what happened her, just saying that is a case where the separation of powers would be an issue. If she lied about the identity or location of the suspect, she should face charges.
