European and US companies pulling operations out of China and moving it to places that were on the "Buy America" list such as South Korea if US was a big portion of their exports. I would be willing to bet that it now slows since those products aren't much cheaper than domestic products. And while that would be good to get those moved over to Domestic and increase the US made goods, we simply don't have the capacity to handle it and won't for a long time.
