Just like his tariffs on China the first time around, to avoid hitting the US consumer, he sent the tariff money to farmers as bailouts. So that money didn’t go to addressing the debt in any way.
So if he does avoid bailouts, it’s a tax on American consumers. Consumers who already have mounds of debt. You’ve just made everything more expensive for them. They’ll cut spending. That cuts imports, which cuts tariff revenue.
