they've earned their college degree. Allow a one time transfer witout penalty. If they transfer a second time they must sit out one full season.

The NBA product and viewership is way down from what it was 20-25 years ago. Putting an age restriction of 21 years old to enter the league would both improve the overall NBA product, player development, as well as greatly help the college game.
