the judicial power of the United States is vested in the Supreme Court. Judicial power – the ability to adjudicate – necessarily implies the ability to interpret law and adjudicate cases.
That's what the 1803 case pointed out – that "all judicial power" includes judicial review of the government's actions. The SC didn't grant itself that power, it comes from the constitution whether the phrase "judicial review" is expressly stated or not.
