His initial plan would have forgiven $10k to $20k per borrower. SCOTUS ruled against that plan.

The administration then implemented a different plan (SAVE) that set a payment plan based on income. Parts of that plan were enjoined by federal courts while other parts were allowed to continue. Other existing debt relief programs were also used, Borrower Defense and Public Service Loan Forgiveness.

The Biden administration followed the rulings of SCOTUS and other federal courts.
