entitlements without Congress passing laws, whereas on federal agencies, certain spending can be cut with executive action.

Why not start with spending you have the power to change?

You starting getting at the dark money spent by the IC to wreak chaos and havoc around the world, with color revolutions, forever wars that we end up funding.
