2. No, work through a budget process. That money has been budgeted.
3. Spending and the role of government power needs to be fixed first. for a consumption tax to be revenue neutral, it would absolutely kill the lower and middle classes. There would likely be a lot of cheating on this just like with income tax, so you would still need the same IRS type agency.

the next 6 months should be intense negotiation around roles of government, getting rid of departments. I am fine even with a 1-3 year plan to allow states to pickup the slacks, or maybe you just do block grants for 1-2 years.

All we have now is noise, and government once again picking winners and losers. without fundamental change, we will go no where.
