Hobbes believed in the depravity of man as a basis in arguing for the existence of a strong central authority over people.

This is also incorrect. Then entire point of entering into the social contract that Hobbes argued for is protection from the depravity of man. Government becoming the strongest entity to overpower those who used their individual strength over others.
