Not sure what that point is or what the correlation to the salary cap is.

The chiefs are a dynasty because of a great coaching staff a GM that manages the cap and a generational QB.

The The Chiefs have won in spite of the cap - they've lost players who were among the best at their positions because of the cap - Hill & Snead, and they're playing with low-end LTs, because they can't just go but players.
