the rifle'?

That is either being worded weirdly or what the heck was that agent doing? Trying to shoot the barrel of the rifle?

If s/he was trying to scare or startle the prospective assassin why not fire into the ground?

Otherwise, they're putting other people in the area in danger if they can't see the actual shooter.
