If you can't pay then Hospitals shouldn't be treating those patients. Problem solved!!

And believe me it's the Shiftless, Irresponsible, Lazy poor coming to the ED/UrgentCare. for common colds, bee stings etc. that are eating up the resources not the rare non-seatbelt wearing not insurance having Car Wreck victims.
