Prior to the supreme court's ruling, college athletes were banned from receiving compensation for the use of their name, image or likeness (or monetize it in any way) because the NCAA considered it crossing the line between amateurism and professionalism.
NIL has nothing to do with playing any sports anywhere, other than the people playing those sports tend to be popular and attractive to advertisers who are willing to pay for the use of their likeness.
