In addition to monetary penalties, here are some ideas:

1. Turn off and freeze their digital money if they demonstrate repeated failures to vote;
2. Conscription into the military;
3. Prison, of course;
4. Revoke govt permits or licenses (like occupational licenses and driver's licenses); and
5. Turn off utility services to their house;
