It certainly doesn't make them whole, but I think the VAST majority of people think that there should be some punishment (retribution if you prefer), for committing a crime in addition to returning the money or property they stole and/or damaged.

If the only penalty for robbing people was that you had to give the money back if you were caught and were able to repay it there would be a lot more crime.
