adjudicator who can impose an agreed upon range of penalties after hearing to both sides. And if the victim is dead then there can be no evidence introduced by the police and it can only be collected and presented by a forensic team agreed upon by the suspect and the victim's designated advocate. If the victim died without having a designated advocate to speak on his behalf then the scumbag goes free. Can't have a criminal spending weeks or months locked in a cage awaiting "trial".
