During the summer of 2011 Texas proposed the PAC 12 Commissioner that it, Texas Tech, OU and OState join the PAC 12.
The PAC 12 Presidents considered the proposal at a late summer meeting. The proposal generally received a positive reception from most of the PAC 12 schools. However, Stanford's President pointed out that the 2011 season would be the first one under a new TV contract and perhaps it would be wiser to see how that worked out and then consider expansion, i.e. the following season.
This reasoning carried the day and the PAC 12 Presidents declined the proposal for the four Big XII schools to switch to the PAC 12.
The foregoing was widely known among PAC 12 boossters. Additionally, Kirk Herbstreit reported it on several ESPN national broadcasts.
The day following the rejection, the President of Colorado stated publicly that Colorado had sought for several years to sever its connections to the Big XII, had just done so and asked the rehtorical quesion after having worked so hard for so long to sever its ties with the Big XII lightweights, why would it suddenly change its position. The statement was widely reported.
