It clearly says if the parent asks, it should be disclosed. It also clearly points out that they should not offer out any information to parents and guardians.

If it is affecting the kid, they should disclose it.

It is asking the teacher to basically play hide and seek. Like if the parent goes and tells the teacher something appears to be going on, this suggests that the teacher not disclose at that time, only when directly asked.

Not sure I would agree with that. Now if the student shows that they fear the parent may be abusive in such situations, get the guidance counselor involved.
