The "secret" gender transitions is nothing more than a "model" (which can be accepted or not by the local authorities). And, it's not keeping it a secret, it's protecting privacy. There's a huge difference.

National organizations often offer "model" policies or rules or laws. The ABA does it for various statutes. All that model does is protect the privacy of the student by saying the teacher won't reveal it.
