Letting people know what you know can be helpful, it helps inform their decisions. If you were wrong in your information, at least you did not exert force in a way that actually caused harm (see for example: the harm caused by shutting down schools and restrictions on "non-emergent" health care visits that caused an increase in cardiovascular death - let a long the emotional harm caused by restricting hospital visits and even having people cancel funerals)

Infringing on people's rights "for their own safety" is never helpful.
