The Missouri valley has been a league that routinely got multiple bids, and adding a team like St. Louis could help it become that again.
Even if the valley remains a one big league, it would be easier for St. Louis to win the valley and earn that one bid then they have demonstrated to be able to earn one of the two bids from the Atlantic 10.
The ratio of their fish to their pond would improve in the valley.
As far as location, they are an outlier in the Atlantic 10 conference, they have no rivals. In the valley they would immediately develop rivalries with SMS and Illinois state. The difference in the quality of the two conferences is not zero, but it is not as big as some people seem to think it is. The valley is currently weaker than it used to be, but the Atlantic 10 is significantly weaker than it used to be.
Had St. Louis been in the valley instead of in the Atlantic 10 the The last decade, their number of NCAA tournament trips would be notably higher.
So get yourself in an easier league, win more games, go to more NCAA tournaments, raise the perception of the program, get better recruits, win even more games, go to even more tournaments, win more tournament games, and holy crap, you got something.
