A negative right restrains other persons or governments by limiting their actions toward or against the right holder. Positive rights provide the right holder with a claim against another person or the state for some good, service, or treatment.
Examples:
Education isn't a "right" just b/c the state of missouri says you are entitled to it. that's a "positive" right, not a natural right.
Same with healtcare or a car or an obamaphone.
Living, keeping your property, thought, movement - all natural, negative rights which don't require anyone to do anything for you to exercise, they are inherent.
