"interfered in the 2016 presidential election in sweeping and systematic fashion" and the Trump welcomed this help. It didn't establish collusion but it also said that the lack of this evidence did not mean it didn't happen.

Even if Trump only welcomed it and didn't help it, that's still worth investigating. Wouldn't you say? If China got Biden elected, wouldn't you want to know if Biden helped it out?

All that said, I concede your point that Trump was investigated and nothing was found. Of course, Obama weaponized the FBI by publicizing this before the election thereby costing Trump votes. Oh wait, that didn't happen? So they weren't trying to politically harm him? Just see if he was corrupt? Hmm, what was their purpose then?
