Violations is a big factor in why it takes so long. That would set a further terrible example if they were rewarded for encouraging cheating and not being a productive ncaa member like their last 3 major investigations. That is why the IARP was created, for programs like ku that institutionalize and encourage widespread cheating and see it as a fundamental competitive advantage.
