Might it then be ok to prevent NON BENEFICIAL emigrations?
And it has always been my opinion that the document says what it says. If madison meant slaves he should have said slaves. Replacing one term with a more favored term albeit with a different meaning is reckless as well as confusing.
I have posted here multiple times that the constitution says "all person born in the US are citizens". Words to that effect.
That means that despite my wishes, if pregnant maria waddles across the border and before the border patrol can throw her back to the mexican side she gives birth to little pedro....pedro is a US citizen.
That is NOT what the constitution intended according to and suggested by most learned opinions. However IT IS what the constitution says.
Difficult to read the mind of someone dead for centuries. And if that is what HE INTENDED, or is he speaking for the intensions of all the signers of the constitution and all who voted for the amendment...or just himself?
While there was not enough diversity in government in the 18 century by today's definition as there were no wise latinas and idiot affirmative action black women making decisions for us there was great diversity of thought and ideology.
Just because one of our founders or a few of our signers wrote notes to (themselves?) days or years after an event does not mean he is speaking for the entire government.
