SCOTUS looks to that clause in endorsing federal powers over immigration.
In fact, SCOTUS doesn't look to the constitution at all when endorsing federal powers over immigration; it looks to the made up concept of "inherent sovereign powers". In other words, an admission that there is no power in the constitution.
Does the constitution itemize the federal powers or not?
