Because that is how you twist and turn it.
Damn near very business is now involved at the global scale, either directly or indirectly. And you wish government to negotiate various global terms that can somehow benefit both the consumer and the producers.
You then expect government not to be only experts in these various areas, but also timely in their interventions.
Like I said, a very impossible task.
