year success, and the attendance issues would still be there. Its not a chicken or the egg type thing where one has to come first, its a mitigating factor that has to be worked around whether we want to try and be a successful national level program or just continue on this current path. Its going to be a constant either way, it just depends on to what degree its a problem.
