sales taxes than rich people, because they spend a higher percentage of their income on consumables. They have to do so to live. Sales taxes are regressive. That is not in dispute. Raising a sales tax while simultaneously lowering the graduated income tax transfers wealth from the poor to the rich. Econ 101.
